Project Overview
Pennrose was selected as the preferred developer by the Ulster County Housing Development Corporation (UCHDC) to realize a new neighborhood of mixed-income, intergenerational, and workforce housing on the site of the former County jail on top of Golden Hill. UCHDC and the County of Ulster will work together with Pennrose to develop the 63 Golden Hill Drive site in Kingston, NY, currently known as “Golden Hill.” The Golden Hill project will unlock underutilized development potential; act as a catalyst for meeting the housing goals outlined in the City of Kingston 2025 Comprehensive Plan and the Ulster County Comprehensive Plan as detailed in the 2005 Priority Strategies to Support Housing Development in Ulster County report; and create a new neighborhood on the site of the Old Jail. Golden Hill will enhance open space along the Empire Trail network, preserve affordable housing for local families, act as a direct downtown connector, and emphasize climate resiliency via Green New Deal-oriented sustainable design practices. In order to further the Golden Hill vision, Pennrose and UCHDC actively worked with the County and locally-based organizations, small businesses, elected officials, and residents to craft a unified vision to support the community’s diverse needs and nurture residents for generations to come. Following closing, construction began June 2024
“The day-to-day public health challenges of COVID-19 have helped reveal some of the challenges that we have always known were there; now more than ever we must respond to the longer-term impacts of the pandemic,” County Executive Pat Ryan said. “Frontline workers, working full-time to serve and protect us, should be able to afford decent housing. It is not enough to just thank them, we must take care of them like they take care of us. The selection of a developer for this project is a major step towards allowing Ulster County to support those who have heroically served and supported us.”
The new community will be comprised of 164 new housing units designed for intergenerational occupancy. One-, two- and three-bedroom apartments will be available. Residents will enjoy an inviting community center, a fitness center, health service programming, open space, a playground, on-site parking, and connectors to the Empire State trail network. The team has done extensive engagement work with the local community and stakeholders, including four stakeholder engagement workshops, to inform the design of a development which addresses community needs and preferences.
