Project Overview

In June 2024, through a competitive Request for Proposals process, Pennrose was selected by the Jackson Town Council “Council” and Teton County Board of Commissioners “Board” to develop an affordable and workforce housing community at 90 Virginian Lane.   

90 Virginian Lane is a 5.15-acre parcel of land in the Town of Jackson. Currently in use as a summer RV park, the site is zoned Neighborhood High (“NH-1”) and is one of the few large, centrally located parcels of land that is appropriately zoned for affordable and workforce housing in the Town of Jackson. The Jackson/Teton County Housing Authority “JTCHA” purchased the property on August 1, 2023, with the expressed intent of developing it into a mixed income housing community. 

Since June, Pennrose has engaged with the Board, Council, JTCHA, the Town Planning Department, Jackson’s Design Review Committee (DRC) and the community at large to envision a new neighborhood that benefits the entire Jackson community.  Pennrose and JTCHA have a shared vision for 90 Virginian that centers around the following goals: 

  • Mixed-Income Housing: creating opportunities for families, seniors, and young professionals to live in the heart of Jackson, regardless of their income, household size, or preference to rent versus own. 
  • Sustainable Design: our shared goal is to construct all-electric buildings meeting National Green Building Standard (NGBS) Gold Standard and prioritize native landscaping to minimize water use. 
  • Multimodal Transportation: through the implementation of a transportation demand management plan, our intent is to create opportunities that will encourage and promote multimodal travel (biking, walking, car sharing) with the intent of minimizing traffic impacts on the surrounding neighborhood. 

Currently, Pennrose proposes five buildings with approximately 226 homes (condos and apartments) that are both for sale and for rent. Rents and sale prices will be limited to individual earning between 80% and 160% of the area median income. 90 Virginian will also include housing for residents earning at least 75% of their income from local employment, regardless of their income. 

According to the 2022 Teton Region Housing Needs Assessment, the Town of Jackson needs 2,000 new deed restricted homes to achieve its ambitious goal of housing 60% of its local workforce.  Pennrose is honored and excited to be part of the housing solution, leveraging its national reputation of excellence in real estate development and multifamily property management to advance the JTCHA’s vision for 90 Virginian.
