Grand Opening of Glenarden Hills Phase III
Phase III delivers 158 mixed-income apartments to the Glenarden Hills Master Plan; completes the rental component of the 27-acre redevelopment
Pennrose, Redevelopment Authority of Prince George’s County, B&W Solutions, SHABACH! Ministries, and local officials today celebrated the grand opening of Phase III of the $115 million Glenarden Hills Redevelopment Project. The final rental phase delivers 158 high-quality, mixed-income rental homes to the 27-acre master planned community.
Speakers at the groundbreaking included: Reverend Nikki Pearson, Associate Pastor, First Baptist Church of Glenarden; Patrick Stewart, Regional Vice President, Pennrose, LLC; Deborah Davis, Senior Financial Analyst, Housing and Urban Development (HUD); Gregory Hare, Assistant Secretary, Maryland Department of Housing & Community Development (DHCD); Jolene Ivey, District 5, Prince George’s County Council; Jim Chandler, Assistant Deputy Chief Administrative Officer for Economic Development, Prince George’s County, Maryland; Leon Bailey, Chairman of the Board of Directors, Redevelopment Authority of Prince George’s County; Mayor Cashenna Cross, City of Glenarden; Miles Cary, Senior Vice President, Bank of America, N.A; Sandy DeFelice, Managing Director, M&T Realty Capital Corporation; and Ivy Dench-Carter, Senior Vice President of Development, Pennrose, LLC.
The third phase was developed as a twin transaction, utilizing both the competitive 9% and the 4% low-income housing tax credits. The 9% project includes 44 two- and three-bedroom townhouse-style apartments across six buildings, with all units available for a diverse array of household sizes and income levels.
The 4% project delivered 114 rental units, including 60 townhouse-style apartments across seven buildings and 54 units in a garden/walkup building. The one-, two-, and three-bedroom homes will be available for residents at a range of incomes: 94 affordable and workforce units, and 20 market-rate units.
“The completion of Glenarden Hills Phase III marks an incredible achievement for the Redevelopment Authority, Prince George’s County, and the City of Glenarden – and is proof of how much we can accomplish when we have a compelling vision and a strong public/private partnership,” said Patrick Stewart, regional vice president at Pennrose. “With today’s grand opening, we celebrate the culmination of a multi-year journey to completely transform what once was a liability into an enduring asset for the community - a diverse and vibrant neighborhood providing housing and amenities for all different needs, ages, and income levels.”
Jim Chandler, Assistant Deputy Chief Administrative Officer for Economic Development said, “'The Glenarden Hills project represents the Alsobrooks' Administration's commitment to our economic development priority of creating housing affordability and diversity of housing stock.”
Phase III also adds to the project’s on-site community amenities, including a sports court, children’s splash pad, and additional open green space. Residents will also enjoy access to the amenities delivered in phases I and II, including the 5,700 square foot community clubhouse, fitness center, management suite, resource center, locker rooms, kitchenette, outdoor patio with a grill, tot-lot, theater room, wellness room, and more.
The grand opening marks the completion of the master plan’s rental component, which began with Phase I, completed in 2019, which delivered 114 affordable and market-rate apartments for families in townhouse-style buildings, a four-story senior building, and the clubhouse. In February 2021, Phase II added 55 units of affordable, senior housing.
The comprehensive redevelopment replaces the former 578-unit distressed Glenarden Apartments complex. Once complete, the initiative will add more than 300 new high-quality, mixed-income rental apartments along with 97 for-sale townhomes, including affordable financing options, in a thoughtfully-designed, walkable, and green community.
Financing for Glenarden Hills Phase III was provided by Bank of America, M&T Realty Capital Corporation, Cedar Rapids Bank and Trust, Maryland Department of Housing and Community Development, Prince George’s County Department of Housing and Community Development, and the Redevelopment Authority of Prince George's County.
