Burwood Gardens was a public housing complex owned and managed by the Housing Commission of Anne Arundel County (HCAAC/Housing Commission). The site is located near the intersection of W. Ordinance Road and Governor Ritchie Highway, very close to major retail, services, and area highways. The site formerly was comprised of 200 garden-style apartments constructed in the 1971. From the inception of the project the physical configuration of the buildings were not conducive to the needs of the existing population, senior and disabled residents. As a result, the senior occupancy declined while the younger, mentally, cognitively and physically disabled population increased over the years. The Housing Commission felt that in order to serve both populations in the most appropriate manner, the site was chosen for redevelopment in two phases to accommodate seniors 62 years and older in a seniors only building and separate development to house disabled persons and families in an integrated setting.

Heritage Crest is a new construction four-story, 100-unit elevator building restricted to seniors aged 62 and older. The new building was built on approximately one half of the Burwood Gardens site after demolition of seven garden style buildings. The seniors that formerly resided in Burwood Gardens were relocated to other public housing sites or received a Housing Choice Voucher that was portable within the county, state and country. All seniors were provided the opportunity to return, however many of the seniors choose to remain in their current residence with 25 residents returning to the new building. The units are affordable to seniors at various income levels up to 60% of Area Median Income. All units will be supported with Project-Based Section 8 from HCAAC and therefore, residents will continue to pay 30% of their income for rent and utilities. There are 89 one-bedroom units averaging 740 square feet and 11 two-bedroom units averaging 1,000 square feet.

Heritage Overlook consists of a total of 100 affordable one-, two-, and three-bedroom apartment homes in a balanced mix of garden apartments, and stacked flats and townhouses. 46 of the units are supported with Project-Based Section 8 from HCAAC, and therefore residents pay no more than 30% of their income for rent and utilities. The project involved the partial demolition of the existing outdated community building, construction of a new wing on the structure, and comprehensive renovation of the interior in order to accommodate a multi-purpose room, fitness room, computer room, mail room, rest rooms, management and leasing offices, and maintenance space.
