Phoenix at 36N will be the first phase of a seven-phase redevelopment of the former Comanche Park public housing property, leveraged in large part with a $50M HUD Choice Neighborhoods Implementation Grant. The phase will include 100 units in a four-story mid-rise building, which will include ground-floor retail, and serve a general population. The deal will be financed through 9% low-income housing tax credits made available through a CNI Set Aside by the Oklahoma Housing and Finance Agency, a Freddie Forward permanent loan facilitated by M&T Reality Capital Corporation, as well as subordinate debt backed by Choice Neighborhoods and local philanthropic foundation funding. The building is designed to meet energy star and enterprise green requirements, and all units will be afforded common area amenities that include a resident lounge with internet access, a fitness center and outdoor common space. A dedicated leasing office will be incorporated on the first floor to welcome both existing and new tenants into the building. All units, regardless of income-type, will include all appliances, including washer and dryer, in the units, as well as tenant-paid security alarms. As the initial phase of the 36N development, Phoenix at 36N is placed prominently on the hard corner of North Peoria Avenue and E 36th Street North, with direct access to the Bus Rapid Transit System, local trail network and several community assets that include neighborhood elementary schools, health clinics, a technical college and a burgeoning business park. The development team is targeting a construction completion date in late 2025.
