The City of Baltimore demolished the blighted housing at the intersection of Park Heights and Rosewood Avenues and with help from Pennrose, replaced it with an all-new, four-story apartment complex with 84 units for low income families. The apartment building includes a community room, fitness areas, green space, onsite management and supportive service offices. Park Heights Renaissance, co-developer and the site’s
supportive services provider, now houses their main office from Renaissance Row.
The development team was led by a partnership between Park Heights Renaissance and Pennrose, LLC. Park Heights Renaissance (PHR) is a non-profit, community development corporation dedicated to revitalizing the Park Heights neighborhood and carrying out the Master Plan for the community which was put into place in 2006 and amended in 2008. PHR works closely with the community to establish resident relations and improve the overall quality of life. The Master Plan calls for the redevelopment of 1,500 acres, which is the largest redevelopment effort in Maryland history, in which Renaissance Row plays an integral role. The new building contains 84 apartments, a lobby, management offices, a fitness center, a teen room, resident storage and approximately 2,300 square feet of office space that is the new headquarters of Park Heights Renaissance.
The redevelopment is situated on the north side of Rosewood Avenue, just east of Park Heights Avenue. Parking, a courtyard and green space are also offered at the site. The site is zoned R-6, which allows medium density residential including multifamily development. Various points
of relief for the zoning designation were sought and achieved through the BMZA process in June 2019. The project also received UDAAP approval in June 2019 and SPRC approval in July 2019.
Renaissance Row features one, two, and three bedroom apartment homes, ranging from 660 square feet to 1,215 square feet. The location of the community allows residents to quickly walk to retail options including a grocery store and pharmacy, all within three blocks of the development.
