Project Overview

Strawberry Mansion Village is a new construction, family development consisting of 57 affordable housing units for seniors, individuals, and families, containing a mix of one-, two-, and three bedrooms. The scattered sites include one 3-story multifamily building containing 21 units and an additional 36 units across various parcels through a combination of townhomes and flats. The project’s 9 publicly owned sites are outlined in the chart below:

All residential units will be affordable, set at or below 60% of Area Median Income (AMI). The Philadelphia Housing Authority (the “PHA”) will also provide thirty-five (35) Project Based Vouchers (PBVs) to the development. Residents will enjoy all the benefits of living in an urban environment, with easy access to a wealth of social service resources and shopping amenities.  Services such as information and referral, educational and informational programming, and assistance with entitlement programs will be provided on-site at Strawberry Mansion Village.  Educational opportunities and activities for youth and adults will also be held in an on-site community room.  Transportation to other services, medical appointments, shopping, and entertainment will be made available through public transportation services and private agency transportation assistance and both on and off-site community events will be publicized in regular newsletters to encourage participation.

Project History

The Philadelphia Housing Authority (PHA) issued an RFP in February 2019 for a developer partner to develop 77 affordable housing units on 7 publicly owned parcels in Strawberry Mansion. PHA worked with the City of Philadelphia to identify the 7 publicly owned sites. Pennrose responded to the solicitation and was selected as development partner later that year. Since that time, Pennrose and PHA have engaged with and met with the community several times – via planned community meetings, special community meetings, and smaller group meetings. In response to community concerns and thoughtful input, we have implemented design changes over the past 4 years to better suit the needs of the community. Our proposed development now consists of 57-units of rental affordable housing within a 21-unit, three-story building and 36 townhomes and flats. These units are scattered across 10 sites, as far south as 33rd and Diamond, and as far north as 31st and Cumberland.

Community Engagement

  • Reduced the overall project density from 77 units on 7 publicly owned sites to 69 units on 10 publicly owned sites to the final version of 57 units on 9 publicly owned sites
  • Moved Site 1 from 33rd and York Street to 33rd and Diamond Street
  • Reduced Site 3 (2401 N. 32nd Street) density by subdividing the site to maintain the existing playground, and redesigned to accommodate only 5 townhomes
  • Reduced heights of townhomes from three-story to two-story where adjacent structures are two-story
  • The three-story building at 33rd and Diamond will have 21 one-bedroom units and will be marketed to seniors
  • The design conforms to the Strawberry Mansion NCO
    • Added additional brick to the front facades
    • Removed colors and redesigned to have a more monochromatic color scheme

Over the next two years, the Philadelphia Housing Authority (PHA) will be working on the development of 30 new affordable homeownership units throughout the Strawberry Mansion Villages target area. These new for-sale units will be funded through Philadelphia’s Turn the Key program (Turn The Key - MAKING PHILADELPHIA BETTER BLOCK BY BLOCK (phdcphila.org)). September 2024: Zoning approvals

November 2024: Financial closing

December 2024: Construction commencement

April 2026: Construction completion

April – September 2026: Lease up

October 2026: Property 100% occupied
