Project Overview
Pennrose and the Troy Housing Authority are embarking on the second phase of the redevelopment of the John P. Taylor Apartments. Taylor II will be a vibrant mixed-use development that will include 308 residential units with ground-floor retail and approximately 150 parking spaces built within two buildings located on each side of the Congress Street Bridge.
Constructed in the 1950’s, John P. Taylor Apartments once served as a home to 278 families. Today, these towers starkly contrast with the lively fabric of downtown Troy. To make way for the new project, the remaining Taylor towers will be demolished. Relocated residents will be given priority to move into Phase I, located across the street from Taylor II. Taylor I is scheduled for completion in Fall 2024.
Taylor II will showcase a brand-new design that responds to its neighborhood context, enhanced streetscape and landscape with inviting resident courtyards and playgrounds. The new project will reestablish the connection between downtown neighborhoods and the Hudson River waterfront.
Future residents can look forward to a host of interior amenities and modern appliances, including in-unit washers / dryers, individual bulk storage space, private fitness rooms, private community rooms, and rooftop terraces.
Taylor Phase II will consist of 13 studios, 81 one bedrooms, 182 two bedrooms and 32 three bedrooms. The existing 125 housing authority units will be fully replaced within the new Phase II development. An additional 125 units will be available for renters earning between 60% and 80% of the Area Median Income, while 58 units are designated for those earning up to 110% of the Area Median Income of Rensselaer County.
The Taylor Apartments are a pivotal part of the city’s downtown revitalization efforts as the site is enveloped by two key infrastructure projects. First, it sits at the Congress Street Bridge landing, a critical entry point to Troy. Second, the site is on Front Street, earmarked by the city for de-mapping and integration into Riverfront Park, a prime public space connection between downtown and the southern neighborhoods along the Hudson River Front. The redevelopment of Taylor Homes and future infrastructure project provide the opportunity to make this area a future gateway into the City of Troy.
